Elina Vlachou is the Founder & Principal of EV Management Consulting, specializing in defence, aerospace, security, and advanced technology partnerships across Europe, the Middle East, and the United States.

With more than 22 years of international experience, she has held senior advisory and strategic roles across government and private-sector defence environments. Her background includes involvement in the Athens 2004 Olympic Security C4I programme, senior positions in Qatar focused on government programmes, system integration, and strategic defence initiatives, and advisory support to the Saudi Defence Attaché in Athens on military and defence cooperation initiatives.

She has also worked with U.S. defence and unmanned systems programmes, supporting initiatives related to drone and ISR capabilities, defence innovation, international industrial cooperation, and FMS-related activities between the United States and Greece.

Today, her work focuses on strategic partnerships, AI-enabled systems, autonomous platforms, dual-use technologies, defence investment initiatives, and cross-border defence collaboration, supporting cooperation between governments, defence companies, and emerging technology ecosystems.
